I have happy news to report about a new and improved payment schedule for our students on financial aid, be it fellowships or assistantships or a combination of both.
Below is a message from Martin S. Dorph, NYU Senior Vice President for Finance and Budget. Please read it. My great thanks to Vice President Dorph, to Roberta Popik of GSAS, and to Randall Say and Carol Cardwell of the Arts and Science for helping to craft a better way of getting stipend support to our students.

Graduate Student Stipend Payment Policies
Student stipend support is either paid in the form of fellowship or assistantship. All stipend payments administered by New York University (which excludes fellowship payments paid directly to students by external funding agencies) will be administered through one payment system.
Students will be entered into the payment system upon receipt of relevant appointment information. This is a change from previous practice in which appointments would not be processed until I-9 and W-4 forms were filed and social security numbers obtained. Under the new procedure, appointments will be submitted and processed but payments will not be disbursed until all the relevant documentation
is received.
Beginning September 1, 2008, payments for assistantships and fellowships will be made on a semi-monthly basis (on the 1st and 15th of every month) with the first payment due on the first Friday in September following the Labor Day holiday. Fall semester only appointments will be paid on the following dates: 9/15, 10/1, 10/15, 11,/1, 11/15, 12/1, 12/15, 1/1, 1/15. Spring semester only appointments will be paid on the following dates: 2/1, 2/15, 3/1, 3/15, 4/1, 4/15, 5/1, 5/15, 6/1. This schedule will be published.
A new procedure has been established that in the event of a missing check , once the transaction has been resolved, a special check will be issued within 2 days of the problem being resolved.
In the event of an incorrect payment, the student should first refer their problem to their school's designee (which may be a department or school level administrator). If the matter is not adequately resolved at the school level, the Payroll Department of the Controller's Division has been designated as a liaison to investigate the matter. A unique email account for Graduate Student Payment issues and a Help Line telephone number are being set up to expedite any concerns. Graduate Students have about payments. These resources will be announced by April 1. The Payroll Department will guarantee a response within 24 hours of the inquiry.
Because stipend payments are contingent on academic standing, all stipend payment problems ultimately need to be resolved with the school's administration.
